The Intergovernmental Authority on Development (IGAD) is committed to promoting inclusivity in the design, implementation, monitoring and evaluation of all its programs and activities in the region. Central to this is the acknowledgment that gender equality and women’s empowerment (GEWE) lies on the critical path to ensuring e ectiveness and e ciency of service delivery to the Member States (MSs).

Given the strategic and important role that IGAD plays in regional development, deepening the quality of our services through GEWE is not only a crucial pre-requisite for organizational growth and e ectiveness but also yields dividends for the whole society.

The Customized Gender Mainstreaming Guidelines and Tools reinforce IGAD’s Institutional Gender Policy and the Gender Management System (GMS) to address technical challenges faced in bridging gender inequalities within speci c sectoral or program context. The ultimate thrust is to ensure e ective delivery of IGAD’s Gender Strategy and overarching commitments expressed through regional, continental and international normative frameworks on GEWE.

The Guidelines and Tools were developed through a participatory process involving various sta from IGAD Secretariat and Specialized O ces, led by a gender consultant and the overall supervision of the Gender A airs Program. The process identi es critical gender issues for all IGAD Pillars/Sectors and outlines the requisite actions to address them.

I urge all IGAD Directors, Program Managers, experts and technical sta to use these guidelines and tools in developing and executing programs and activities as well as in ensuring a gender-responsive work environment at all levels.
