A tripartite Memorandum of Understanding was signed by H.E Eng. Mahboub Maalim, Executive Secretary of IGAD with Mr. Mohamed Abdulkadir Barre, Mr. Ahmed Mohammed Jimale and Mr. Mohamed Dahir Khaire, Directors of AIDS Commissions from Puntland, South Central and Somaliland respectively and Dr. Tekleab Kedamo UNAIDS Somalia Country Office Coordinator. This MoU makes amendments to the 2009 agreement.

The IGAD Regional HIV and AIDS Partnership Program (IRAPP) assists the Somalia region in close collaboration with UNAIDS to address the regional challenges of the HIV/AID pandemic. The program has been operating in three Somalia zones since 2009.

IRAPP complements national programs which do not adequately address the vulnerable cross border mobile populations. The IRAPP mission is to reduce HIV infection and mitigate the socio-economic impact of the epidemic among cross border mobile populations in the IGAD region.  IRAPP promotes preventive action against HIV/AIDS and reducing the misconceptions of cross border mobile populations including refugees, Internally Displaced Persons, returnees and surrounding host communities.  IRAPP is concerned with HIV/AIDS prevention, treatment and mitigation in selected sites within the IGAD Member States.
